Vermillion County Jail

Collective Protection System


The United States Congress has directed that certain weapons stockpiled at eight U.S. Army installations in the continental U.S. Must be destroyed over the next several years. In Vermillion County, emergency plans and capabilities are under the directive of the Chemical Stockpile Emergency Preparedness Program (CSEPP) in the event of an emergency involving the nerve agent VX housed at the Newport Chemical Depot. As part of CSEPP, the Vermillion County Jail was identified as an eligible facility for shelter-in-place.



The primary components of the Collective Protection System (CPS) and their function are as follows: Blower Unit/Filter provides a constant supply of filtered air into the building, while pressurizing the building to 0.1”wc+ within thirty seconds of activation of CPS. Pneumatic Operated Dampers seal off the areas of the normal HVAC system ductwork not utilized by the CPS. The POD’s are installed with fail-safe operation, whereas they will always slam shut when the pressure in the pneumatic lines drops. Electric Duct Heater warms the air entering the jail from the filter/blower unit when the temperature outside is below fifty degrees. Emergency Generator & ATS provide emergency power when utility service is not available or not sufficient. In the event there is a loss of power (of approx. 0.5 second) the electricity required for the CPS will be automatically transferred to the generator. The generator runs an automatic startup protocol once a week. CPS Annunciator and Computer allow the staff at the jail to activate the CPS with a single action. A computer tracks the function of all components within the system and allows for a complete analysis documentation of their status.
